What CMS means in Indian fintech
The same three letters mean different things, so agree on the meaning before you scope anything.
| Meaning | What it is | Who it is for |
|---|---|---|
| Agent cash collection | A retail agent accepts a loan EMI, and sometimes an insurance premium, in cash for a lender, and the lender's account is credited | Lenders, their collection partners and agent networks |
| Corporate cash management services | A bank's services for a company's collections, payments and liquidity | Large companies and their banks |
| CMS Info Systems | A listed company in cash logistics and ATM services | Not a service category |
This page is about the first meaning: collecting repayments at retail counters.
The rules that shape EMI collection
- Collection is a permitted BC activity. RBI's circular on business correspondents of 25 January 2006 (RBI/2005-06/288) lists recovery of principal and collection of interest among the activities a bank's business correspondent may carry out. The bank stays responsible to its customers for what the BC does.
- Repayments go straight to the lender. RBI's Digital Lending Directions of 8 May 2025 (RBI/2025-26/36) require repayments on digital loans to be made directly into the regulated entity's bank account, without any pass-through or pool account of a third party, including a lending service provider. The Directions set out a narrow exception for cash recovered in person on delinquent loans, which must reach the borrower's account the same day.
- Recovery conduct is regulated. RBI's instructions of 12 August 2022 (RBI/2022-23/108) bar recovery agents from calling borrowers before 8:00 AM or after 7:00 PM, and bar harassment of any kind. The regulated lender keeps ultimate responsibility.
This is general information, not legal advice. A platform wallet that pools EMI cash before settling it to the lender needs a structure the lender's lawyers accept. Agree the fund flow with the lender before any build starts.
Two routes to collect EMIs at a counter
| Bharat Connect Loan Repayment | Lender-mapped agent collection | |
|---|---|---|
| How it works | The EMI is paid as a Bharat Connect bill to a lender listed in the Loan Repayment category | The counter collects for a specific lender under that lender's collection arrangement |
| Status with Payonclick India | Live in our BBPS API | Custom development, scoped with the lender |
| Lender coverage | Lenders live in the category | The lenders you sign with |
| Customer proof | A Bharat Connect transaction reference | The lender's or collection partner's receipt |
| Complaints | Bharat Connect's complaint process | The lender's grievance process |
Bharat Connect lists Loan Repayment and Agent Collection among its categories. For many agent networks, Loan Repayment is the quickest compliant route, because the payment settles as a bill to the lender.
